Rental Housing Programs

A minimum wage worker would need to work 113 hours per week to afford a two-bedroom apartment at fair market rent.

CPAH offers a range of rental programs to help bridge the gap between the dramatic rise in rents and wages that have not kept pace.

CPAH Rental Housing

CPAH owns and manages over 130 affordable apartments, condominium units, townhomes and single-family homes throughout the northern suburbs.

Inclusionary Housing (Evanston, Highland Park, Northbrook)

CPAH helps the cities of Evanston, Highland Park, and Northbrook administer affordable rental units created through their inclusionary housing ordinances. These units are developed, owned and managed by private developers who are required to set-aside a certain percentage of units as affordable housing. CPAH determines tenant eligibility and manages the waitlist for inclusionary units.

If you’d like to be added to the waitlist for inclusionary rental units in Evanston, Highland Park, Northbrook, or Lake Forest, please submit a pre-application* online or download the fillable PDF and return it to CPAHwaitlist@cpahousing.org. *Please note: the pre-application is to determine eligibility for the inclusionary housing waitlist ONLY, and is not an application for any specific apartment.

Joint Venture Projects

CPAH participates in joint venture projects that have developed and/or preserved over 1,050 units of affordable rental housing throughout the region. The units are managed by third-party property managers who can provide information about the units or how to apply. For more information, see Joint Venture Projects.

Rental Housing Support Program

The Rental Housing Support Program (RHS) is a statewide rental assistance program that assists low-income households. Eligible households pay approximately 30% of their income towards rent and the remaining rent is paid through the RHS program. CPAH administers the RHS program in Lake County.

RHS INCOME ELIGIBILITY:
Annual GROSS household income (i.e. the combined pre-tax income from all sources for all members of the household) cannot exceed the below limits. Income limits are based on household size.

Income limits are established by the Illinois Housing Development Authority and are adjusted annually.
